Experimental values of isomeric ratios were calculated with taking into account the contribution of the b-decay of isobaric nuclei in yields of the investigated radionuclides in this and in all subsequent studies to determine of the average angular momentum. The activation method was used, exposure was done on M-30 microtron of Uzhgorod Institute of Electron Physics, National Academy of Sciences of Ukraine. Gamma-rays spectra of the activated targets were measured using spectrometers based on the HPGe-detectors. For treatment of g-spectra and calculate both isomeric yields ratios and average angular momentums we used the programs are developed in the department of the nucleus structure. The significant influence of the even-odd and odd-odd effects is observed in the fissioning systems. This conclusion is based on the significant difference between the average angular momentum for 90Rb and 135Xe nuclei obtained in this work by photofission of 237Np and 241Am by bremmsstrahlung photons with the end point energy about Ebr = 17 MeV and in our previous work at photofission of 235U by Ebr = 9.6 MeV. There is a decreasing of for 90Rb and 135Xe at decreasing of the end point energy of bremmsstrahlung photons. Decreasing of the energy value on 7.4 MeV in comparison to 200 MeV which stands out in fission is unlikely to affect the change of the average angular momentum. It is likely that at energy value of 17 MeV dominant process is photofission after the eject of fast neutron (g, nf), that at photofission by bremmsstrahlung photons with the end point energy about Ebr = 17 MeV the dominant photofission is the fission of odd-odd nuclei of 236Np and 240Am.
