Research subject: the complex of social and social-technological conditions and factors, influencing the electronic learning implementation to Ukrainian higher school. The aim of research is to elaborate the conceptual basis and technologies of electronic learning implementation in the process of Ukrainian higher education institutions modernization with respect to the social, sociopsychological, sociopedagogical, sociocultural sociocommunicational and sociotechnological factors. Research methods: analysis and synthesis, logical generalization, typologization, comparative study, legal base and documents analysis; the survey conducted with the method of half-structured focused expert interview and focused group interview, web-pages analysis, mathematical and statistical methods of the correlation and factor analysis, ordering. The research work results - the conception and methods of the designation of the electronic learning technologies implementation in Ukrainian higher school state and problems. The electronic learning substance is defined as the social innovation in the knowledge society, the role and place of electronic learning, its correspondence to the other kinds, forms and technologies of education and learning, its potential and conditions of the effective use in Ukrainian higher school. The world and domestic experience of the electronic learning systems and elements is been generalized. The relevance and perspectiveness of the electronic learning implementation into Ukrainian higher school are grounded. The Ukrainian higher education institutions'(HEIs) preparedness to electronic learning (EL) is identified (motivation, resource provision), as well as the state of its sociotechnological provision, conditions and situations, that don't let developing electronic learning vistas to the full extent in Ukrainian higher school (economical, sociotechnological, sociocultural, sociocommunicative etc.). The problems of the EL implementation in the context of informational inequality in Ukrainian society are defined. There is also assessed the preparedness of Ukrainian higher education institutions to the EL implementation. The alterations called into being in the communicative educational space by the EL technologies implementation. There are grounded the vectors of exaltation of the professors', faculty's, administrative staff's, students' and potential employers' motivation to EL. The purposed market of EL education services and potential consumers of EL education services are characterized. The complex of demands to the education services provided by HEIs with the EL technologies and subjects included in the process, is developed. The results of the research work are implemented into the educational process. The results of the research are able to became the conceptual reference point for the educational policy and to be used for the managerial potential refinement of higher education administration agencies and subjects. They are also to be included to the further development of the scientific provision of the electronic learning implementation process in the higher school of Ukraine.
