Object of study - public finance of Ukraine. The aim of the research -theoretical and methodological principles development for Ukraine's public finance consolidation concerning tax reform, fiscal stimulation of the national economy, the system of intergovernmental relations with taking into account current trends of budget and tax systems development and the factors of finance instability. Methods of research - system analysis and synthesis, statistical comparisons, factor analysis, structural and functional. The list of issues connected to financial instability consequences for national budgetary system and finding ways to get over them were reflected in the research, particularly through the institutionalization process of Ukraine's public finance consolidation, formation of modern multilevel budgetary system based on decentralization, tax system reform, which takes into account global trends and innovation development tasks, and also expenditures on the economy and social expenditures. The research includes new scientific results in the theory and methodology of public finance consolidation in the condition of global financial instability. As a result of factors generalization of global financial instability and economic substance of fiscal consolidation processes methodological approaches to policy of fiscal consolidation in Ukraine were developed. In the research: the feasibility of an integrated approach to budget problems solving from the both sides from incomes and expenditures was proved; practical recommendations for improving the tools of fiscal policy and in conditions of international markets volatility were proposed; methodical approach for assessing the impact of government support on the competitiveness of the national economy was proposed, estimates of the tax burden on businesses, which provides investment projects, was prepared and a decentralization of the health care system based on indicators delegation of functions was proposed. The results of scientific research can be used by the legislative and executive authorities of Ukraine for identification of areas of Ukraine's public finance consolidation, improving fiscal decentralization processes and development of fiscal incentives system for innovation in Ukraine, fiscal policy reform in the field of health care and social welfare in Ukraine.
