The method of navigation functions is developed for a class of nonlinear mechanical systems that satisfy the controllability rank condition. A family of control functions that solves the navigation problem from an initial state to a target set is constructed by avoiding the obstacles defined in terms of the level surfaces of a navigation function. Numerical simulations of these feedback laws are carried out for model examples of nonholonomic mechanical systems with control in the form of generalized velocities. The observability problem for a controlled mechanical system with an elastic beam and attached masses is investigated as well. Observability conditions with respect to the output functional, corresponding to the data from sensors (piezoelements and inductive sensors), are obtained.
