It was realized the description of methodology for communication indezx within the certain region, on basis of which the monitoring of cultural policy of Dnipropetrovsk oblast in regional media was made and the best practices were analyzed. The modern principles of the world festival movement and their influence on the development of theater affairs as a whole and on the social and cultural development of local communities, in particular, were examined. The foundation for the draft Strategy for cultural development by 2025 was laid. There were analyzed development models for local communities through the use of cultural heritage and new governance approaches by involving civil society to policy decisions. It was shared the experience of participation in international projects and programmes, particularly, in the Creative Europe and other. It was introduced the system of monitoring of culture impact on social and economic development.
