It was shown that at imposition of external electric-field on the Na-cation columns the substantial acceleration of process of regeneration of resin is possible. Worked out theoretical base of fundamentally new methodology of continuous electrochemical synthesis of Ni (OH) 2 with the managed parameters and the optimal terms of synthesis are certain . It is shown that the crystals of active substance at cycling are ground down to the nanometer sizes. Fundamental possibility is shown of existence anomalously of high conductivity of surface of electrolyte, that has a maximal increase at the temperature of 4 оС, that answers the known changes of physical and chemical properties of water. It is shown that the increase of stake of carbon nanotubes in the active layers of membrane-electrode blocks on the basis of mixture rules - brings carbon nanotubes over to the increase of values of closeness of current.
