The purpose of the work is to determine the impact of the level of transparency of the state budget of Ukraine and its effective functioning, as well as to substantiate the significance of the process of allocating funds of the financial and budgetary system and to assess the provision of the budget as a function of the state with the use of ICT. The value of the results obtained is to substantiate the theoretical and methodological foundations of budget formation in the conditions of the transformation of the Ukrainian economy and to substantiate the proposals for improving the budget process. The problems of budget financing of the agrarian sector were also explored and the ways of improving the efficiency of this financing were substantiated.
