Subject - the study is the forecasting of the consequences of spilling (release) of hazardous chemicals in accidents at industrial facilities and transport. Purpose - increase the efficiency of the work of the divisions of the DSNC of Ukraine during the liquidation of the consequences of emergency situations. The analysis of the state of technogenic and natural safety in Ukraine is carried out. As a result of the analysis, it is established that there is a high level of risk of emergencies in Ukraine related to accidents with emission or hazardous release of hazardous chemicals. In Ukraine more than 285 thousand tons of hazardous chemicals are stored, used, transported for objects of different purposes. The current Ukrainian and world-wide methods of forecasting the scale of discharge (release) of hazardous chemicals in the event of an accident at chemically hazardous objects and transport have been analyzed. The paper presents the advantages and disadvantages of operating world software systems, such as ALOHA, WISER, "Program for the determination of ECDS infection zones". We grounded necessity and proposed to create a software complex for emergency rescue units of SES of Ukraine for carrying out an emergency assessment of the situation during accidents at chemically hazardous objects and transport in the form of a web-service. In order to chose the optimal programming language, the most common programming environments and languages are analyzed, as a result of analysis, Python programming language is chosen as the optimal programming language for these tasks. In order to create a high-quality software product, in addition to the programming language, the analysis on the choice of optimal software tools was carried out. As a result of the analysis, it was found that PyCharm, which has certain advantages in working with frameworks, in particular with Django, has the best correlation for the needs of web-service development according to the analysis of the possibilities of integrated development environments. To ensure the possibility of automatic application of calculation results (zones of contamination) on the map of the area, we analyzed the capabilities of modern geographic information systems (GIS). The analysis of the capabilities of geographic information systems has shown that Google maps and Open Street Maps correspond to our requirements. The results presented in this paper will allow the implementation of a web-service capable of efficient predicting the consequences of accidents at chemically hazardous objects and transport with the ability to visualize the results of forecasting with a specific reference to the area.
