Subject of research: system of financial provision of higher education and science. The purpose of the stage of research: to identify the specific features of the models of funding the national systems of higher education and science in the EU and OECD countries as prerequisites for reforming the models for financing higher education and science in Ukraine. Methods of research: system-structural analysis, analytical, systematization, comparative, methods of dialectical and formal logic. Results and their novelty: It is improved: - substantiation of differences between models of financing R&D at the expense of the state, private funds and mixed financing in the context of the purpose, subject, conditions and contractors of financing; - theoretical approaches to explaining the relationship of models of development of national innovation systems of different levels with the conceptual framework of financing science and tools of financing of commercialization of scientific developments based on the stage of their life development; - theoretical approaches to the analysis of features of financing higher education in the countries-innovation leaders, countries with limited potential for GDP growth, countries with a wide range of strategic priorities in science; Had the further development: - classification of models of higher education financing in EU countries by sources, forms and methods of financing; - a comprehensive analysis of elements of the mechanism of financing of science in the EU which includes generalization of the main archetypes of financing models, its methods and tools; - assessment of features of the existing model of higher education in Ukraine as a bureaucratic and model of its financing, such as that based on the negotiations of the higher educational institutions with the manager of budgetary funds, budgeting on the basis of previous costs of maintaining the institution, and not the financing of the student's training. It is established that the determining drivers of transformation of the existing model of financing higher education will be the formation of an effective market of educational services and the transition to budgeting by results of activities; - substantiation of the reasons of insufficient productivity of science in Ukraine, among which not only low level of its financing and insufficient efficiency of use of financial resources, but also institutional quality of research, ability to absorb financial resources, effectiveness of interaction of all stakeholders (government, science, business and communities) and effectiveness of achieving the goals of innovation researches.
