Purpose - to develop scientific methods, technical solutions and regulatory support to reduce the cost of energy and fuel resources for thermal and nuclear power plants. The analysis of existing scientific, technical and regulatory framework in terms of quality of electricity and automatic frequency and power steam turbines. It is shown that until now no systematic scientific, technical and regulatory methods and tools that would provide the opportunity to bring these indexes to international standards. Based on the developed mathematical models performed a detailed analysis of indicators of static and dynamic accuracy of frequency and power steam turbines by reserves, technical capabilities and key practical areas to increase their current level of international standards. Developed detailed classification of all kinds of static and dynamic errors of frequency and power plants turbogenerators that significantly affect the quality of the produced electricity. A new unified structure precision regulator that provides compensation or significant reduction of all kinds of errors and improve the accuracy of the relevant regulation. On the basis of mathematical models identified by the results of experimental studies performed structural and parametric synthesis precision regulator main circuit CAP M and P and optimization of its parameters the criterion of minimum integral of the product of the absolute value of the total error at a time.
