AUTHORIZED ECONOMIC OPERATOR, FRAMEWORK FOR SECURITY AND ADMINISTRATION FOR INTERNATIONAL TRADE OF WMO, EU REGULATION 952/2013, EU REGULATION 2015/2446, EU REGULATION 2015/2447, COMPREHENSIVE PROGRAM OF THE UNECE The object of the study is the functioning of the Ue Institute in accordance with the Framework Safety and Welfare International Trade Facilitation. The purpose of the work is to improve the institution of the authorized economic operator and its implementation mechanism in accordance with the Framework Safety and Trade Facilitation of WСO International Trade. Methods of research - to achieve the goal in the study process, the following methods were used: the method of synthesis and analysis, deduction and induction, comparison, generalization, abstraction, dialectical cognition), the method of comparative legal knowledge, system analysis and abstract-logical. The results of NNRP are considered in two aspects: - scientific significance - development of measures to ensure a proper balance between the regulatory control of revenue and fee bodies and the simplification of customs procedures for economic operators in the field of foreign economic activity. - practical value - development of proposals for the draft Law of Ukraine "On amendments to the Customs Code of Ukraine (regarding the authorized economic operator and simplification of customs formalities)" and the drafting of legal acts on the practical implementation of these measures. In accordance with the terms of reference, the organizational and economic background of the emergence of the Institute of Economic Affairs is analyzed; described international approaches and recommendations for the functioning of the Ue Institute; the European experience of the functioning of the Ue Institute is researched and summarized; the features of mutual recognition of the status of the UE by the customs administrations of different countries are determined; the normative-legal base of regulation of the UE is analyzed; outlined the main problems and perspectives of the implementation of the Ue Institute in Ukraine; proposals for the improvement of the IEO Institute and its implementation mechanism have been developed in accordance with the Framework Safety and Trade Facilitation of WСO International Trade.
