Purpose: to substantiate scientific and methodological approaches regarding the appointment and use of requirements for candidates for positions, on the basis of application of methods of professional education and determination of the procedure for using the requirements for candidates for positions of servicemen in the Armed Forces of Ukraine during the preparation of personnel decisions. The subject of the study is a separate personality and groups of individuals (by qualities and characteristics, competence, potential, direction and influence of motivation, military accountancy specialties, by positions, by term and experience of service, age), which are included in the Reserve with application selection measures and are subject to purposeful preparation for the performance of official duties in the new appointment. As a result of the research, the following main results were obtained: the analysis of the experience of the leading countries of the world regarding the formation and use of the personnel reserve; An analysis of the effectiveness of the formation and use of the Reserve of candidates for promotion in the types of the Armed Forces of Ukraine during the adoption of personnel decisions; the proposals on improving the formation of the Reserve on the rating principle and its use during the preparation and adoption of personnel decisions are formed; the draft methodological recommendations on the order of formation and use of the Reserve of candidates for promotion in the Armed Forces of Ukraine have been developed; proposals for amending the regulatory documents that determine the procedure for military service in the Armed Forces of Ukraine; A layout of an automated workplace has been developed to determine the rating of servicemen of the Armed Forces of Ukraine. The practical significance of the research work is to develop a draft methodological recommendation on the order of formation and use of the Reserve for candidates for promotion in the Armed Forces of Ukraine and the current layout of an automated workplace for determining the ratings of servicemen of the Armed Forces of Ukraine. As methods of research applied: theoretical and methodological analysis of the problem, scientific generalization, general scientific methods of logical and comparative analysis, expert assessment, methods of applied sociology and psychology: testing, questionnaires, interviews, observations, surveys. As information sources, media reports, scientific and official documents of normative and legal materials related to the definition of the functional duties of servicemen, personnel management systems, assessment of the state of combat readiness of units and parts of the Armed Forces, and the training (training) of servicemen in the education system were used. The news of the work is the justification of approaches and measures on the definition of groups of criteria and the criteria of evaluation on the basis of the use of existing normative documents (Statutes of the Armed Forces of Ukraine, OCh, KH, passports of positions, professional programs, programs and standards of combat training, Instructions) and the experience of PCP on the results of many consulting meetings.
