The purpose of the work is to increase the validity of state decisions regarding the formation of military policy and strategic planning of the Armed Forces of Ukraine and to clarify the military-political risks, challenges and threats to the national interests of Ukraine. Methods of research - system analysis, theory of fuzzy measures and integrals, computer modeling. The main new result is an assessment of the military-political situation in the region around Ukraine in the end of 2017, with a clarification of the current military-political risks, challenges and the level of threat of the use of military force against Ukraine, as well as a numerical and scenario forecast for the development of the military-political situation for 2018. The results of the research are intended for implementation in the activity of the Department of Military Policy, Strategic Planning and International Cooperation of the Ministry of Defense of Ukraine. It is recommended to use as source data for the formation of a military policy of the state, in particular for the preparation of military-political decisions on preventing the occurrence of military conflicts, defense planning and planning of the use of the Armed Forces of Ukraine. Application of results is national security of the state in the military sphere.
