It is stated that this mechanism should be aimed at ensuring the adequacy of regulatory measures to internal and external changes in the economic environment in order to develop the state and regions and, on this basis, increase the welfare of the society. The approaches to optimization the system of intergovernmental fiscal relations in the conditions of decentralization and in the process of reforming the budgetary system by balancing the budget system and expanding the powers of local self-government taking into account the cyclical nature of economic development and the stability reserve are determined. Provisions for definining the conditional level of decentralization of local self-government depending on the theory of local finances taking into account the transitive theory of financial provision of local self-government, which arose on the basis of the initial provisions of the state theory, and substantiates the transition to a decentralized state of financial support of local self-government are proposed.
