In the process of scientific research, analytical and statistical methods were used to comprehensively study the object of research. The information base of the research is legislative and normative acts, research materials on solving problems in the field of environmental and energy management of individual countries and enterprises, international legislative and regulatory acts and agreements. In work innovative approaches to the decision of problems in sphere of ecological and power management in a national economy are investigated. Two options for creating a national innovation system are identified. It is argued that the success of solving innovative problems at different levels depends on the approach to their solution. The most favorable is the project approach. This approach will be effective not only for the implementation of planned projects, but especially for the implementation of "non-traditional" or "extreme" projects. Based on the analysis of the world experience of generating electricity through the use of sea-based wind farms, it was determined that Ukraine has a significant potential for developing offshore wind energy. Ways of development of the wind energy sector and use of non-traditional methods of generating electricity through construction of sea-based wind farms have been determined. This will increase the share of renewable energy in the final energy consumption and significantly increase the energy independence of Ukraine. The use of international energy management standards is justified, because the tools of these standards allow to effectively integrate into existing enterprise management systems. The methodology for calculating the innovative potential of the enterprise is proposed. The estimation of innovative potential of JSC "MMK im. Ilyich "(g. Mariupol). Quantitative estimates of individual indicators were obtained by an expert method, where the leading specialists of the investment department of the combine in the number of six made speeches. Based on the analysis of the development of the IT industry in Ukraine and in the world, it is established that the export of IT services can become one of the dominant exports of the new economy on the path of European integration. Proposed positions of key beneficiaries in the process of formation of port dues. The example of the European experience in the screed of port charges of a certain level (port of Rotterdam) is given. An innovative approach to the formation of rates of port charges on the principle of "costs plus" is analyzed.
