However, the cultural heritage protection system in Ukraine is greatly insufficient. The archaeological heritage suffers above all. Today principles of protection of archaeological heritage are regulated by the Laws of Ukraine on Protection of Cultural Heritage and Protection of Archaeological Heritage. Both laws need improvements. The constitution of effective protection system of cultural heritage and its legalization through standard legal acts requires to conduct prior analytical study: historical retrospective study analysis of protection system of archaeological heritage in Ukraine with emphasis on advantages and disadvantages of the system; examination of the operating system of the state structures of heritage protection; analysis of standard legal acts of protection archaeological heritage in force; analysis of legal system and practices on protection of archaeological heritage in Europe and identification of perspectives using these regulations in Ukraine; "what-if" evaluation of reforming of archaeological heritage protection system, preparation the concept of reforming; expert consideration, finalization and public presentation of the concept.
