The scientific novelty is such: the methodological approaches to the assessment of human development risks are proposed; the impact of global risks on human development opportunities in Ukraine is substantiated and the priority directions of mitigation of those risks that are localized at the regional and local level are determined; the multi-level classification of the educational risks of human development according to their types, structure interconnections and levels of localization is developed; the modeling of vocational education risks of human development at the individual level is carried out. The results of the study can be used by public authorities, local government bodies and the National Academy of Sciences of Ukraine to substantiate the priorities of social policy in the field of human development and social security.
