The object of study - the process of preventing and combating the illegal movement across the customs border of Ukraine of tobacco products. The purpose of research - to develop new and improve existing mechanisms to prevent and counter the movement across the customs border of Ukraine of tobacco products. Research methods - dialectical, system analysis, structural-functional, logical and legal, comparative legal, historical, legal, sociological, statistical, modeling, legal prediction. Studied historical bases forming system to counteract tobacco illegal movement and feed through customs border; studied international and foreign experience of the effectiveness of systems to prevent and combat infringements of customs rules in the field of tobacco products. For the first time to classify the main directions of improving the functioning of the system of preventing and combating illegal movement across the customs border of Ukraine of tobacco products. Based on the analysis of the legal and organizational maintenance counter illicit transfer through customs border tobacco products and raw in Ukraine are determined theoretically and the necessity of improving the national regulatory customs countering said tort. Also, arguments necessary, proposed and systematized in an interconnected block (information-analytical, control and prevention, interference) measure for improving organizational support mechanism to prevent and combat illegal movement through customs border tobacco Ukraine. Implementation of the proposals will be the basis for: the criminalization of illegal movement across the customs border of Ukraine of tobacco products and raw materials, Significance of the study adds to a reasoned conclusion in the fact that the implementation of science-based proposals for changes in legislation and the implementation of the proposed measures will ensure departmental intensifying fiscal service in the direction of increasing the effectiveness of the prevention and countering of illegal movement across the customs border of Ukraine of tobacco products.
