The dominant concept of economic management of an enterprise is the concept of ensuring the effective and efficient development of the enterprise in the conditions of its stable functioning, and controlling and strategy, as modern management concepts, at this stage of development should be considered as its basic components, which should provide a system for managing efficient management and methodological toolkit for solving specific issues. As a result of the analysis, it is proved that the development of industrial enterprises of Ukraine can not be ensured due to local transformations of certain elements of the economic system, and therefore requires an integrated approach that includes a set of economic instruments capable of providing technical and technological re-equipment. Only in this case are realized plans of high quality of growth, resource conservation, efficiency of production and output, which is competitive on the domestic and world markets. The model of realization of the potential of industrial enterprise development is constructed. The construction and modeling of such a model should be carried out with an orientation towards the innovativeness of the development tools used, the specifics of the enterprises, the need for resource conservation as the basis for the intensification of development, the importance of reducing debt burden.
