The object of the study is the seawater and ecosystem of the Black Sea within the exclusive maritime economic zone of Ukraine. The purpose of the research work is the basic assessment and definition of the Good Environmental Status (GES) by the biological indicators of the Black Sea marine environment within the Ukrainian exclusive maritime economic zone in accordance with the implementation of the EU Directives (2008/56 / EU) and (2008/60 / EU) and in accordance with the Association Agreement between Ukraine and the European Union. On the basis of the analysis of the current state, changes and trends in the marine environment that occur under the influence of anthropogenic and natural factors, it is necessary to develop such components of the Strategy, as the GES and obtaining a baseline assessment and status of ecosystems within the exclusive maritime economic zone of Ukraine (according to descriptors D1, D2, D4, D5, D6 - the status of hydrobionts of water column and sea bed, including biodiversity). Methods of research: during the research work there were used traditional methods of analytical generalization of data and statistical analysis, based on environmental studies carried out by the Ukrainian scientific center of the Ecology of the Sea in 2012 - 2018, historical data of the period up to 70 years and reference data. Research results. Based on the estimation of GES for hydrobionts of water column and sea bed of the Black Sea within the Ukrainian exclusive maritime economic zone, and the baseline assessment of the status of aquatic ecosystems of water column and sea bed, the following ecological goals (target concentrations) of the following hydrobiological groups have been developed: phytoplankton, mesozooplankton, chlorophyll a (natural and satellite observation), zoobenthos, phytobenthic, marine mammals.
