The subject of the study is the requirements of normative legal acts, normative documents, international standards for evacuation during the threat and occurrence of emergencies. Тhe goal of the work: to substantiate general requirements for evacuation and to develop a draft national standard taking into account the provisions of the international standard. The following research methods were used during the research work: collection, analysis and systematization of literary data, requirements of legislative and regulatory documents in the field of emergency evacuation of the population. A draft national standard harmonized with the international standard ISO 22315: 2017 Societal security - Mass evacuation - Guidelines for planning (Social Security, Mass Evacuation, Methodological Recommendations for Planning) has been developed.
