The object of study is the process of ensuring the international competitiveness of the tourism industry in the context of the development of global markets. The purpose of the work is to substantiate theoretical and methodological foundations and to develop practical recommendations for ensuring the competitiveness of Ukraine's tourism industry in international tourism markets. Research methods - the following scientific and special methods were used in the research process: specific search - for identification, selection, theoretical analysis, synthesis, classification, generalization of printed sources on competitiveness issues; benchmarking - to study the world experience of providing educational tourism services; systematic approach - to systematize the factors influencing the innovation activity of tourism enterprises; marketing analysis - to substantiate the feasibility of forming a complex of integrated marketing communications of a tourism enterprise. Data processing is done using computer technologies, including: Microsoft Excel spreadsheet, Access; statistical analysis package Statistica 8.0; program complex for tourism enterprises "Overy-tourism". In order to determine the links between the innovative activity of tourism enterprises and the external environment, a system of factors of influence has been formulated, with the separation of political, economic, cultural and social conditions and factors of basic and derivative levels. The basic directions of development of innovative activity of tourist enterprises of Ukraine are investigated. The importance of using a cluster approach to increase the competitiveness of the tourist region is substantiated.
