It is determined that the railway is an object of critical infrastructure which, along with meeting the needs of the economy and the population in transportation, plays an important role in the defense activity of the state. Since the beginning of the military conflict in the Donetsk and Luhansk regions of Ukraine, domestic railways have suffered 38 terrorist attacks; while the most common method of committing a terrorist act was to undermine infrastructure. The nature of these attacks in Ukraine differs from the terrorist attacks on the railroads of the world: in most cases, terrorist attacks in Ukraine were not aimed at passengers, but were carried out with the aim of destroying railway infrastructure and stopping the provision of an army in a zone of military conflict. Improving the level of protection of railways under these conditions is possible through the introduction of a risk management system.
