Purpose of work - theoretical substantiation and development of information system for semantic identification, documentation and processing of non-formal and informal learning outcomes to facilitate their recognition and to improve comparability which will allow to unite the market of educational services and the labour market, ensuring the transition from qualification model (confirmation of professional skills by diplomas and certificates on doing training courses) to full-scale competency models with the introduction of so-called "training passports" that accompany people within their personal development and career Tasks which have to be accomplished to achieve the goal During the implementation of Phase I (planning phase) of the project, the following tasks were solved: 1. The statutory and regulatory principles of recognizing non-formal and informal learning outcomes both in the home and foreign context have been analyzed. 2. Both in home and foreign context, non-formal and informal learning outcomes as a factor of economic development of Ukraine were theoretically substantiated. 3. The mechanisms, methods and tools of semantic identification, documentation, evaluation and certification were studied in the world practice have been explored. Methods of research. It is planned to use theoretical and practical methods to achieve this goal. Theoretical methods related to the analysis of the regulatory and legal support for the recognition of non-formal and informal learning outcomes and the use of information technologies include ontological analysis, elements of system analysis, apparatus of set theory, elements of mathematical modeling, semantic analysis aimed at refinement and concretization of basic concepts according to the subject of research. Practical methods are related to the analysis of experience dealing with validation of learning outcomes which were obtained beyond formal learning and these methods are also related to the use of modern information technologies, namely standards and languages of knowledge representation developed within the Semantic Web project. It is use descriptive logics in the process of describing the subject area concepts in a formalized manner. Set theory, predicate logic, and graph theory apparatus will be used to model the structure of computer ontology; discrete optimization techniques are used to optimize the ontology content; the theory of proving theorems is the basis for verification of the ontology structure. The OWL Ontology language (WebOntologyLanguage) is used as the language for computer ontology design. To create and edit a computer subject-based ontology, Protege-OWL has been used as a flexible, platform-independent environment which provides a graphical interface that is illustrative and user-friendly.
