The purpose of the work is to scientifically substantiate and develop an optimized system for collecting statistical reporting and monitoring fundamentals in the field of medical and social expertise and rehabilitation of persons with disabilities in Ukraine based on modern information technologies in accordance with the ICF. Research methods - a systematic approach, bibliosemantic, statistical, epidemiological, conceptual modeling, expert assessment, is logical. Novelty of the work: modern models of disability monitoring and rehabilitation of persons with disabilities in Ukraine and abroad were investigated; developed proposals for assessing the quality of disability monitoring; the allocation of certain types (categories) of disability on the basis of the ICF is proposed; developed a codifier of socially significant categories of disability; prepared a draft Program for the gradual reform of state statistics in the field of medical and social examination and rehabilitation of persons with disabilities for a period up to 2025 p.; The development of tools for conducting medical and social examination, taking into account the provisions of the ICF in accordance with WHO recommendations and based on the experience of other countries, has begun.
