The object of research is the process of forming a controlling system at enterprises of port activity. The purpose of the research is to develop methodological approaches for the formation and implementation of the controlling system at the enterprises of port activity. Research methods - method of analogies (to study the theory of controlling), methods of spatial and dynamic comparison (to analyze the methods of assessing the effectiveness of the controlling system), analysis and synthesis (to identify the problematic aspects of managing enterprises of port activity), economic, statistical and financial analysis (to evaluate trends of individual indicators), grouping and classification (for systematization of control objects and methods of managing them), scientific abstraction (for disclosing a number of concepts), comparison and expert no assessment (for break-even analysis, ABC analysis, flexible budgeting and budgeting), economic and mathematical modeling (to evaluate the feasibility of introducing a controlling system into the activities of a stevedoring company). The scientific research work substantiates the need to introduce controlling into the management system of enterprises of port activity, which is due to the increased instability of the environment and the need for continuous monitoring and increase in the speed of response to its changes. Proposed: organizational and economic approach to the introduction of controlling in the activities of stevedoring companies, which takes into account the specifics of their activities; use of economic-mathematical models of risk insurance at the stage of introduction of the controlling system; the algorithm of evaluation and the list of key indicators of efficiency of use of resources of the stevedoring company in the controlling system; methodical approach to performance evaluation of stevedoring companies; analytical toolkit for cost analysis of stevedoring company; stages of economic substantiation of the investment project of construction of cargo berth in a seaport. The method of process-oriented budgeting in the activities of the stevedoring company was further developed. The results of scientific research work can be put into practice in the activities of port enterprises to increase the efficiency of the management process. The study has a direct connection with the research work of the Department of Economics and Finance of ONMU in 2017-2019.
