Objective: To build a model of business incubator development taking into account the characteristics of countries with a transformational economy and to develop a strategy for the development of national business incubators in the medium term. The expediency of using strategic planning in countries with transformational economies, which are characterized by high degree of riskiness of activity and relatively low level of development of business environment, is substantiated. The potential of attracting funds to finance the latest business projects is outlined. It has been proved that business incubators are capable of accumulating free financial resources. The purpose of development of business incubator development strategy, its main tasks, principles of construction are proved and characterized. Much attention has been paid to the structure of the strategy, its main elements. In particular, the business incubator development strategy should take into account: its mission, taking into account the needs of entrepreneurs, regions and the state; key milestones and goals; compliance of incubator tasks with SMART and sustainable development principles; analysis of the current state of activity, its capabilities and reserves; prospects for new clients of the business incubator, which involves the assessment of the environmental impact; the procedure for selecting those candidates who will find the incubator most useful; a methodological basis for assessing the quality of resources used in the activities of business incubators; analysis of the material base; a system for assessing the contribution of a business incubator to the overall development of the regional economy; measures to enhance the incubator's role in accelerating the development of the regional economy; critical analysis of the path of development of incubation medium to the stage of complete stability; a system of informing the public about the goals and objectives of the incubator. A model of business incubator development has been developed, taking into account the peculiarities of countries with a transformational economy, which allows business incubators, including academic ones, to integrate scientific, educational and logistical potential, which in turn is a factor of competitiveness of innovative business incubator development. A business incubator development strategy has been developed to assess the potential of business incubators, their capabilities and reserves to meet their goals. Identify external factors that require measures to adapt to the new situation to work out the best options for achieving the goals. In general, suggestions and recommendations are presented that will improve the efficiency of Ukrainian business incubators and will become the basis for building a network of academic business incubators.
