Aim of project: development of theoretical and practical principles of management development of infrastructure and technologies of communal property management as by basis of economic security of Ukraine, basis of her safe functioning and steady socio-economic development of territories, communities, economy. Scientific novelty of the results got on ІІІ the stage consists in such: 1) The dynamic model of management of territorial natural resources and real estate is constructed. As a result of the researches the methods of calculations and the use of economic indicators in the process of managing the efficiency of the use and reproduction of the mineral base of Ukraine on the example of non-metallic minerals for construction have been developed. 2) The economic-mathematical model of public-private partnership (PPP) effectiveness is constructed. The expediency of using PPP management mechanisms in the process of creating effective functioning and management of development of territorial communities has been proved. 3) The mathematical model for the introduction of kaizen technology in the management of complex systems using natural resources and communal real estate is proposed. A mathematical model of territorial community management using a multi-sectoral model of national economy and kaizen strategy was constructed. 4) Feasibility study of the model of rational management of communal property, infrastructure and territories implemented. The model was tested on the example of the United Territorial Communities (OTG) of Zaporizhzhya region. 5) The feasibility study of the costs for the exploitation of water areas and biogeocenosis at micro- and meso-levels has been carried out. Testing of the developed methodology in industrial conditions on treatment facilities of JSC "Motor Sich" is carried out. 6) Proposed technological innovations of managing material and financial resources of communities. The calculations of models of autonomous heat supply systems are given. 7) Specified technical requirements for the development of an automated system of accounting, analysis and dispatching of supply and provision of resources to ensure the functioning of the united territorial communities. The got scientific results allow substantially to promote efficiency of the use of territories and communal real estate, as a resource base of local communities, financially-economic basis of development of self-government of territorial communities, settlements of Ukraine and to provide the increase of level of welfare of population of country to the europium standards. The results of researches will influence on the receipt of ponderable practical result and will have a practical value for steady development of territorial communities, regions and economy of country and her economic security.
