In the scientific research: the scientific opinion on the concept of «financial inclusion» and its role as a factor of socio-economic development were formed, its connection with the concepts of inclusive and socio-economic development was defined; it was substantiated that Ukraine has the potential to expand financial inclusion, considering peculiarities of the financial market and resolving the limiting factors, such as regulatory imperfections and financial market barriers; the indicators of financial inclusion in global practice were analyzed, as well as ways of their calculation and approaches to collecting qualitative and quantitative statistics on «demand» and «supply» level of financial services, legislative and organizational restrictions on their application in Ukraine; as was found, there is no unified approach to assess financial inclusion due to specific problems related to different aspects of socio-economic development and incomparability of the input data; it was found that the Ukrainian financial regulator needs to monitor demand and supply of financial services inside and outside of the country in order to assess financial inclusion level. The novelty of the results was defined by the fact that the substance and interpretation of «financial inclusion» concept were improved, substantiation of financial inclusion as a socio-economic development factor in Ukraine was further developed, the financial inclusion indicators in world practice and approaches to collecting qualitative and quantitative statistics were generalized. The research results can be used in teaching in the disciplines of the appropriate profile, and when preparing recommendations to the financial regulator.
