The basic model of prediction of the number of scientific personnel has been developed, taking into account the estimation and forecasting of the results of scientific and technical activity of higher educational institutions, determination of the main financial and economic parameters of the calculation. A multiparameter model of determining the factors of influence on ensuring the effectiveness of the staff of higher educational schools has been worked out. Ways of measuring the parameters, used for verifying the number of scholars have been determined. The model takes into consideration the factors of inner and outer influence.
