In the course of the work, a statistically motivated database was formed by continuous monitoring of the amplitudes and phases of the carrier frequencies of radio stations in the band 1-50 kHz; fixed relationships between radio paths and the level of ionization of the lower layer of the ionosphere; recommendations for the use of monitoring results of the lower ionosphere have been developed.
