The subject of the research is the university as a cyber-physical system consisting of seven interconnected components (Relations, Roadmap, Management, Infrastructure, Personnel, Resources, Products – graduates and scientific achievements), which implement scientific and educational processes. The goal of the work is to improve the quality of educational services and scientific achievements of higher education through the creation of a metric system of relations that regulates the rules of digital monitoring and active cloud cyber management of scientific and educational processes, which can eliminate corruption, attract external investment, significantly increase labor productivity, and improve the quality of living of constructive scientists and professors creating market attractive products. The innovative idea of the research is to harmoniously combine parallel quantum data structures and the classical computing model for creating cloud computing, including comprehensive monitoring engine and precise digital management of cyber-physical and social processes. According to the technical requirements of the research, an analysis of the state-of-the-art is carried out, the main tasks and problems are described, the ways of their solving are defined, the main scientific and practical results of the work are represented.
