The purpose of the study is to formulate methodological foundations and methodical tools for preventing investment and tax crimes for the purpose of illegal extraction of capital abroad, scientific substantiation and elaboration of a mechanism of prevention of shadow capital outflows schemes, which will include algorithms and target benchmarks for prevention the legalization of proceeds from crime. Methods of research: systematic approach, dialectical method, method of scientific abstraction and logical generalization, method of economic-mathematical modeling, comparison, ranking, statistical, graphical and comparative methods. Convergent links between investment and tax channels of illegal capital withdrawal through explicit and latent factors of influence have been identified. The effects of the use of fiscal mechanisms for the legalization of proceeds from crime based on the indicator of tax gaps on the example of individual taxes and fees are estimated. A methodological approach to the quantitative evaluation of multiplex transmission effects and directions of intersectoral diffusion due to the use of investment and tax schemes for shadow capital withdrawal has been developed.
