The purpose of the research is the formation of applied functional economic and legal approaches and mechanisms of state regulation and ensuring the customs security of Ukraine. Research methods - historical and logical; scientific generalization; method of systematic approach; induction, deduction, comparison, systematization; analysis and synthesis; dialectical method; institutional method; method of unity of theory and practice; structural and dynamic analysis; analogies; method of cluster, correlation-regression analysis; economic and statistical methods. Results and their novelty: theoretical conceptualisation of the customs security of the state is carried out. Improved: scientific-theoretical approaches to substantiation of the new paradigm of customs security of the state; theoretical and organizational approaches to the formation of measures to counteract smuggling and customs offenses; theoretical and organizational approaches to the analysis of the effectiveness of the customs institutions of Ukraine in the context of identification and counteraction of violations of customs rules using advanced technologies and best international experience in customs risk management. The following developments have been developed: systematization of approaches to the classification of customs offenses with the identification of clear classification features; approaches to the stage of establishment of institutional support of the customs security of Ukraine; scientific and methodological approaches to the formation of customs policy imperatives taking into account effective foreign prototypes; to study the effectiveness of Ukraine's customs security through the analysis of its fiscal and regulatory components.
