The subject of research is organizational aspects of the methodological support of “smart city” concept elaboration in the process of formation strategies of the social and economic development of cities in Ukraine. The purpose of research is organizational support elaboration for the formation of "smart city" concept as a part of the cities social and economic development strategies in Ukraine. The methodological approach to the formation of smart city architecture which highlighted its material and digital components has been developed. Scientific and methodological approach to the elaboration of smart city development strategy has been proposed. It is based on the assessment of the city current state in such areas as the prerequisites for introducing the concept of a “smart city” and the results of its implementation. Classification of principles for elaboration organization and implementation of smart cities development strategies in Ukraine on the basis of sustainable territorial development has been further developed. The organizational approach to smart city concept development which considers it as a component of the city development strategy has been improved. Methodological recommendations for organization of city development strategy formation and choosing priority areas for the of smart cities development in Ukraine (on the example of city of Kharkov) have been developed.
