 The purpose of the work is to substantiate the theoretical and methodological foundations of effective public administration in the field of local and regional development and to develop practical recommendations on directions, approaches, tools and mechanisms of its formation in Ukraine.The research results and their novelty. for the first time: a conceptual model of mechanisms of land capitalization management is proposed, in which the components of land capital are realized through appropriate mechanisms in a unified ecological, intellectual, social and economic spatial environment, which in turn balances the interaction of nature and economy, thus ensuring sustainable development of settlements, regions as well as the country as a whole; a new strategic map of a balanced scorecard, adapted to the requirements of public management as a tool of strategic management, is based on measuring and evaluating the effectiveness of a system of optimally selected indicators, reflecting all aspects of the region's activity: financial, industrial, marketing, innovation, investment, management etc.;existing forms of public involvement in local budgetary policy-making have been comprehensively considered. Іmproved: conceptual and methodological approaches to the development of strategic tasks for the economic growth of regions, in particular, an approach that takes into account the complex of interrelated management and economic development factors at the regional and local levels, as well as well as the enterprise and individual level; theoretical basis for defining the functional role of the “green economy” as a key component of the current stage of sustainable development of Ukrainian regions and as a mechanism capable of ensuring the transition to such a model by balancing different dynamics.
