The purpose of this research is to form methodological bases and methodological tools for preventing investment and tax crimes in order to smuggle capital abroad, scientific substantiation and development of a mechanism to combat shadow capital schemes, which will contain clear algorithms and targets to combat money laundering. The research methods are system approach, dialectical method, method of logical generalization, method of scientific abstraction and logical generalization, method of economic-mathematical modeling, comparison, ranking, statistical, graphical and comparative methods. The result of the research is the construction of a mechanism to prevent shadow schemes of capital withdrawal abroad through tax channels; development of an optimization economic and mathematical model to prevent the use of investment channels for the use of funds in the anti-corruption policy of the state; construction of a mechanism to prevent shadow schemes of capital withdrawal through tax and investment channels as a set of consistent, interconnected transformations to counteract the legalization of proceeds from crime on the basis of mathematically formalized targets.
