The object of the work is to develop a new concept of "reliable" control of systems with distributed parameters arising in the problems of mechanics of inhomogeneous structures, which are at risk of cracks and fractures, as well as to study the influence of such damage accumulation on the deformation processes of mechanical systems to decrease a risk of microdefects beginning in mechanical objects. Sufficient controllability conditions the specified class of mechanical systems are obtained, classes of admissible limit controls are outlined, and the properties of the fracture function under which the system retains the controllability property are described, as new results on the controllability and observation problems for strongly degenerate hyperbolic systems, while the function of internal fracture obeys the degree restriction. A method has been developed and experimental studies of the influence the curvature of a circular stress concentrator on the value the fracture load of plates made of optically active material have been carried out. A technique has been developed and experimental studies of the stability of cylindrical shells with holes of different shapes and sizes have been carried out. The dependences of the critical load on the size of a round or square hole on the side surface and the method of predicting the bearing capacity of cylindrical shells are developed.
