We have first: developed the conceptual bases of the socio-communicative mechanism of public administration activity, in particular its basic functions, principles, tendencies of development, methodological approaches, methods, and the framework of concepts. The tendencies of realization of the socio-communicative mechanism are determined by the main levels of the vertical of public administration communication: interstate, state, hardware, interpersonal. The latter is defined as basic in the understanding and application of the socio-communicative mechanism of public administration, which led to the involvement of an anthropocentric approach to research using a special method of neurolinguistic modeling. The definitions used within the research are also formulated and organized; proved the conformity of the socio-communicative mechanism of the complex of public administration mechanisms according to their main criterion features, including scale, universality, by-laws, executive-administrative and organizational character; interpreted socio-communicative mechanism of public administration as a dynamic construct that has a complex nature, realized in the unity of system-procedural and instrumental components, aimed at ensuring effective interaction between subjects and objects of public administration, productive activities of subjects in the implementation of social communicative functions of public administration and individual-cognitive functions; theoretically substantiated and tested the use of socio-communicative mechanism of public administration, management as an instrument of social power.
