A significant number of terms and their definitions are formulated in relation to the activity of free economic of HEIs in modern market economy (in particular, institutional autonomy of HEIs an institutional unit; service in higher education; market of services in higher education; main features of institutional autonomy of HEIs). The statuses of HEIs of free economic zones in which they can carry out economic activity in accordance with the provisions of the Classification of Institutional Sectors of the Economy (CISE) are defined. It is recommended to introduce the List of indicators for measuring the results of economic activity of Higher Education Institutions of Ukraine as one of the mechanisms for expanding the boundaries of their institutional autonomy.
