Development and implementation of organizational principles for providing assistance to elderly IDPs from the anti-terrorist operation zone and creating a methodological framework for the training of personnel for medical, social and psychological assistance to elderly people in military conflict and those who are forced to leave their homes. Sociological research using personal survey methods, expert assessments showed that the socio-psychological characteristics of elderly IDPs, the peculiarities of their social adaptation, insufficient funding and low level of medical and social services, as well as the fact that IDPs prefer family doctors in providing them with medical care, require the establishment of a system of medical monitoring, treatment, rehabilitation and long-term care for the elderly at the primary level of care by family doctors, information centers, day care centers and rehabilitation departments. A model of the organization of outpatient care for elderly IDPs at the primary level of care has been developed, which includes such main areas as structural modernization and optimization of its organizational support. A functional and organizational model for the provision of palliative hospice care (PНC) for older IDPs at the primary level of care has been created. The introduction of these models, as the most affordable and economically justified, allows to ensure the interaction and cooperation of specialists of health care institutions and social protection institutions, to optimize compliance with the standards and principles of PНC.
