The subject of research - theoretical and applied principles of formation and development of capable territorial communities on the basis of the level and scope of their responsibility. The research is aimed at solving the problem of further development of the concept of responsibility and capacity of ATC in terms of applied principles of formation and development of ATC capacity within the general scientific problem of Ukraine's development as a sovereign and independent, democratic, social, legal state. The purpose of scientific work is to further develop the concept of responsibility and capacity of united territorial communities in terms of applied principles of their formation and development. For the first time: the term "responsible united territorial community" is scientifically substantiated; it is proposed to apply a systematic approach to ensure the process of development of the united territorial community as a socially oriented and responsible subject of public administration, which allows to ensure the implementation of sustainable development goals at the local level; mechanisms and factors of achievement of balance of interests from the point of view of development of regional management and functioning of the united territorial communities are considered.
