Based on the analysis of geological and economic characteristics of graphite deposits and ore occurrences of Ukraine, their comparative industrial evaluation by the method of ranking (scoring), first used by the authors for graphite deposits and ore occurrences (53 objects) and which allows to convert qualitative and quantitative indicators of deposits and manifestations (complexity of the geological structure of the deposit, thickness of ore bodies, graphite content, thickness of overlapping rocks, graphite reserves, structural characteristics of ores, industrial significance of overlapping rocks, etc.) Among the 6 deposits that are on the state balance of Ukraine, the most promising for development are 3 deposits: Balakhivske, Burtynske, Zavallivske. Their priority is primarily due to the largest reserves of graphite in comparison with the other three deposits - Mariupol, Petrovsky and Troitsky. Among 47 conditionally balanced graphite ore manifestations, the first stage of industrial development includes Vodiansky, Varvarivsky, Babenkivsky, Kosharo-Oleksandrivsky manifestations, Maharinetsky and Dubinovsky ores. These ore occurrences as a result of industrial scoring scored the highest amount of points compared to other ore occurrences. Possible additional economic, technological, legislative resources to increase the profitability of Ukrainian graphite production have been identified. The necessity of protective measures on the part of the state in relation to the domestic market of graphite to increase the competitiveness of the latter in relation to imported graphite is shown: imposition of an anti-dumping tax on imported graphite; collection of compensatory tax on imported graphite; creation of a special tax field for domestic consumers and producers; reduction of tax pressure for foreign investors in order to attract investment.
