Dobrov NAS of Ukraine " popup.description2 An electronic survey of young scientists of the NAS of Ukraine was conducted (April-August 2019). 383 young scientists were interviewed (about 10.3% of young scientists of the NAS of Ukraine. The size of the effective sample is 348 people. Representativeness error – 5%. Confidence probability – 95%. With a slight increase in financial needs (inflation is strictly targeted by the NBU), respondents noted high migration intentions in the future. Half (53.9%) want to work at the NAS of Ukraine, but 67.3% want to go abroad. Half (51.6%) would work in the scientific and educational sphere of other countries, but 15.7% agree to any employment. Regarding the main factors of going abroad, we see a clear division into: 1) low wages and low level of funding for science (90%); 2) unfavorable working conditions (60%); 3) difficulties with professional realization (20-30%). West Europe (77.4%), USA and Canada (64.4%), Central and Eastern European countries (51.3%) are the most desirable. 32.8% of a young scientist have finance difficulties with the publication of scientific results in reputable international scientific journals. A series of anonymous interviews with representatives of Ukrainian IT sector, as well as a cybernetic scientist, who has been in contact with business since the late 1980s, showed that the IT sector does not perceive academic science as an equal partner (a very significant difference in earnings fees, registration as a sole proprietorship and orientation to the world market). Also, official higher education is gradually losing its credibility with IT companies that organize their own courses. Due to the difficult socio-economic situation in Ukraine and the orientation of Ukrainian IT companies to foreign orders, the phenomenon of "Bodyshopping" is spreading. It’s a recruitment by consulting companies of IT employees to perform short-term contracts abroad, as well as resale of contracts, which in most cases creates employee dependence.
