The object of research is the organization and process of planning observations of low-orbit space objects by optical means of NCUVKZ according to the catalog of priority space objects (SO) of the Center for Outer Space Control (COSC). The purpose of the work is to develop a methodology for planning observations of low-orbit space objects by optical means in conditions of constraints. Research method - statistical analysis of experimental data. As a criterion for selecting low-orbit space objects for observations, it was proposed to use the general uncertainty of the initial conditions of this low-orbit space object at present or the maximum time difference between observations of low-orbit space object, which allows its detection by optical means of observation. Due to the impossibility of predicting the correlation matrix of errors using the special software of the Space Observation Center, the threshold values of the proposed criteria were determined by comparing the forecast of the refined initial conditions and reference values of the orbit parameters of certain space objects for a period not exceeding several days. The parameters of the orbits from the open catalog of the US Space Command were used as a reference. Experiments have shown that the interval between observations of a low-orbit space object by optical means should not exceed 50-60 hours. The need to make changes in special software and further research to improve the methodology for selecting a low-orbit space object for observations in order to clarify the parameters of its orbit.
