In view of this, the adaptability of the structure and the flexibility of the elements in the context of the possibility of restructuring ties are important characteristics of the national economy and the minimum condition for maintaining its relative stability. The system-forming factors in the interrelations between business and state structures within the national economy as a system are considered. The scheme of connections between the levels of the national economy as a system is developed. It is shown that the interaction of the business sector and the state is implemented in the following main areas: registration of business activities and registration of all permits during the activities (regulatory component); accrual and payment of taxes (fiscal component); execution of state orders (economic component); public funding (subsidy component). The goals of progressive development of territorial economic systems are identified. The problems of activity of domestic participants of economic relations as subjects of realization of the purposes of progressive development are defined. The process of adaptation of Ukrainian legislation to EU legislation is analyzed in order to assess the possibilities of achieving the strategic goals of territorial and economic systems. The main measures, the implementation of which will stimulate the development of entrepreneurship in Ukraine in the context of European standards, are outlined. It is determined that for the implementation of social entrepreneurship, it is necessary, first of all, to form an effective business model.
