Object: social relations that arise in the process of reforming public authority and public administration. Subject of work: European guidelines and dimensions of public administration reform and public administration in Ukraine. Main scientific results: 1) the developed network models of public administration will give space to the coordinated and innovative abilities of state managers in Ukraine, as well as make them more responsible for their own decisions. This is also in line with the structural reforms being carried out in the West, as well as the independent agencies, which were mostly headed by entrepreneurial leaders on the basis of a contract of effective activity, not on a permanent basis; 2) another idea related to management in the public sector is management in Ukraine, focused on the buyer (customer, consumer). The state is understood as one of the parts of the management system, which also includes business and public organizations; 3) an institutionally strong state, which after the implementation of structural and functional reforms should become Ukraine, with the traditions of democratic control over the activities of the government will put political networks at its service, using their resource potential. At the same time, the institutions will provide only a political foundation on which professionally trained state managers will operate outside the hierarchy, skillfully building contacts with private and non-profit organizations, based on a system of incentives rather than coercion; 4) it is important that state institutions are not excluded from network alliances, but retain even (possibly) non-dominant positions in them, thus acting as a guarantor of the main values of the state.
