The subject of research is the process of institutionalization of public service in Ukraine. The purpose of the research is to theoretically and methodologically substantiate and develop practical recommendations for ensuring the process of institutionalization of public service in Ukraine. Within the framework of research the following results can be stated: For the first time is considered the problem of global professional qualification as a basic concept of development of the newest civil service of Ukraine; presented the author's structuring of basic components and procedures of the personnel process in the civil service.
