Problem being solved: In Ukraine, the issue of innovative regions and cities development has been relevant since the 1990s, but so far no effective approaches and tools have been implemented to ensure it. The science of public administration has not yet formed a holistic view of innovative public management of regions and cities development. For this purpose, a scientific task has been formulated, which is to substantiate innovative tools for public management of regions and cities development and practical recommendations for regional and urban policy improvements, based on innovation and sustainable development. Research objective: theoretical and methodological bases of innovative tools in public management of regions and cities development in Ukraine, elaboration of practical recommendations for public authorities on their application. Results and novelty: for the first time, the methodological approach to regional innovation system formation based on the development of a regional innovation strategy is substantiated, in which the interdependence of the components of the sustainable development of the territory and the coherence of competitive positions are provided by various stakeholders. Improved: the instruments of urban revitalization policy, which, unlike the existing ones, are based on the implementation of innovations to unlock the potential of degraded areas and economic diversification, which allows the city to be more flexible to change; the main guideline in choosing the vision and functions of degraded areas in the process of revitalization is to ensure sustainable development, which implies the synergy of economic, social and environmental measures; the approaches to the formation of regional innovation systems.
