Aim: To develop a theory and a basis for technical implementation of the ultra-wideband passive-active radar for high-precision radar mapping of the ground surface in the "blind zone" (from ‒15° to +15° from the nadir) from high-speed aerospace carriers. The final report of the work contains the method of algorithms synthesis for radar signal processing that allows to form a radio image in the field of view ± 20 ° from the nadir direction. The solution of the problem is performed simultaneously for operation in active-passive and passive complex operation modes that allows to obtain a radio image proportional to both the specific effective surface scattering of the underlying surface and its effective temperature. A new wideband criterion is proposed. The problem of Earth radio monitoring algorithms synthesis in a wide area of survey from aerospace transport is solved. According to the obtained algorithms, the structural scheme of the radio complex is developed and tested by the method of simulation modeling, which can work simultaneously in two modes: synthetic-aperture and aperture synthesis. Much attention is paid to the problem of reducing anomalous estimates by spectral analysis (SA) based on the classification of polynomial roots of SA methods.
